Dependent(s) list in IMM0008ENU_2D application

Hi,

I am in process of sponsoring my spouse under Family Class program.
Whom should the primary applicant (my spouse) include/mention her dependents as ?
Should she include her parents & brother ? even if they are not travelling with her or filing a PR application for them.
To my understanding CIC (Guide 5525 – Basic guide: Sponsor your spouse, partner or child and Who should I include on my permanent residence application?) spouse,dependent children and grand children
but note the words "all family members" and "this includes"

'Family members' means the spouse or common-law or conjugal partner, and any dependent children for the CIC forms. It does not include other relatives, such as parents, siblings, aunts and uncles, etc. So these people should not be listed as dependents (when you are sponsoring a spouse or partner), do not need to do the medicals, etc.

However, for the Additional Family Information form, the applicant does have to list parents, all children, and all siblings.
