I have applied for him twice. they rejected that he will not leave the country we showed property papers etc.. so was asking
1. what should i do? apply again for visitor or sowp?
2. wait till its .. once i apply PR can i apply for sowp? what are the chances then?

That is strange. If you have shown his property papers etc to show strong ties to your home country, then I thought they don't reject. Getting a sowp would have been the best. Sorry to hear that it got rejected.
1. For visitor visa also they check the same, strong ties to home country etc. So if applying for sowp again, then you need to provide more or something different than what you did last time.
Applying sowp again would be a good option. If he gets the sowp then he can directly come over and then maybe you both can apply for PR together with you as the primary applicant. Just find out what different you have to do during sowp application.
2. Not sure, but I feel this would get more complicated. Moreover, once you get your PR, he cannot get a sowp from outside Canada.
After you get your PR, if he wants to get sowp then he will have to come to Canada on visitor or some other temporary visa and apply for PR and SOWP and this sowp can take up to 4 months.
