Dependent land before Principal Applicant?

Can my wife (dependent) enter and do a "landing" with her CoPR ahead of me (the principal applicant, sponsored under PGP program)? She could do the landing in transit to Vancouver at Toronto airport, flying in from the USA? I plan to drive a month later to Toronto with a CoPR, and we will return from Toronto after a week.
We have a lot of things to do here before we can move more permanently. We will be going back and forth, staying for more than half the time in the US (we are US citizens), for the first year.
Any insights/experience with this situation will be much appreciated.

No - she cannot.

Dependents can either land together with the primary applicant or afterwards, not before.

There is a good chance you won’t meet the residency requirements to qualify for healthcare. Would look up the residency requirement for the province you plan on settling in before applying for your health card.
