Dependent child came to Canada on student visa do I need to use webform?

I have sponsored my parents with a dependent child last year. At the end of last year, the dependent child who is my brother came to Canada as a student. Do I need to update his status through webform? I couldn't find any information if this is needed?

If your brother’s PR was approved no updating is required

If your brother’s PR was approved no updating is required

The application is still ongoing and might take very long to get approved. In that case, should I use webform to update?
