Dependants over 18, Generic application

Hi! I am knew here and come to this amazing place when I'm stuck and now I'm really stuck!! I sent out my inland application to sponsor my husband and three months later is has been returned stating we did not include ALL DEPENDANTS, WHETHER ACCOMPANYING OR NOT. I am so confused as what to do now. My husband has a daughter who does not live with him. She lives in the states, on her own, has no desire to move or immigrate to Canada. From what I understand she is not his dependant because she is over 18. Anyway, it says we have to include her on the generic application form and that she needs to fill out a schedule A and Additional family information. We are fine with the Schedule A and additional family information but including her on the generic application seems as though she is also immigrating which is not the case. When you fill out a dependant on the generic application in question #3 it asks how many family members are included. What should we put?! 1 or 2? If we put 2 then on my sponsorship evaluation I have to put that I am undertaking 2 people not 1 which is not the case…. Please any help is very much appreciated. I really do not know what to do.

How old is she exactly?

If she is 18, she is still considered a dependent and must be included even if she isn't coming back. If she is 19 or older, then she is not considered a dependent and CIC has made a mistake.

Thank you so much for your response! She is 18. She has never been to Canada. From what I understood on the generic form, if we do not include her she would not have the chance to immigrate later on. We had left her off since she does not want to immigrate to Canada .

Thank you so much for your help. We are sending out papers out again and hopefully, fingers crossed, we haven't left anything out.

She is still a dependent, so she needs to be included. As said above, she will need to do a medical as well.
