Dependant grandchildren sponsorship

I am sponsoring my parents and I also want to sponsor my two nephews who are now dependent on my parents as my brother passed away a couple years ago. Can I include them with my parent file as dependent grandchildren. I have checked and I meet the income requirements that have been set.

Is their mother deceased as well? Have your parents fully and legally adopted them?

They are not officially adopted as they're mom is around but they're mom has no means to support herself or the family so my parents are the ones who provide everything from groceries to school tuition. Also they're dad worked a government job and the government promised to proved a job to the older son so would it make sense to include him in the sponsorship?
Their age is 16yrs and 10 yrs

By default the mother will get the custody. I think she needs to legally give it up and your parents need to adopt them before they can considered as their dependents.
