I have a question for the people who argue that citizenship is a privilege -- if it is, where in the process does the 'privilege' exist?
I think that for the people coming from poor countries the Canadian passport is a huge privilege. But for people who posses another valuable passport, when the Canadian passport is not a big deal.

The government just want to make the poor immigrants happy saying that it's a privilege to be Canadian.

Tumarkin decision acknowledges that the CIC does not have carte blanche to unilaterally define "reasonable" as the average processing timeline:
[18] While average waiting times are not necessarily determinative of acting “within a reasonable time”, such averages give a benchmark from which to assess delay regarding both the particular file and the system. In this case, the processing of Mr. Tumarkin's application falls within the average wait time and there is no evidence that the average is created by a malfunctioning under-resourced system.
The highlighted part boggles the mind. Perhaps the judge meant that there was no evidence before the court that the average processing times are created by a "malfunctioning" or "under-resourced" system. Everyone who's spent any time looking into this problem knows that the system is both those things.

Other mandamus decisions have made a reference to the length of time it should take for an application of this nature to be processed. Given the fact that thousands upon thousands of applications can be and are processed within several months of being submitted, I would argue that is the proper time frame to be considered. Sadly, because of the complete lack of transparency regarding all things CIC, there are no official data reflecting this reality. Anonymous posts on forums like this are not exactly acceptable evidence in court.

Era,

I am Swiss - where did your get your information from about this hilarious citizenship requirements for Switzerland?

The requirement is 12 years and you need to be approved by the canton you live in only. Yes, there is a language test but you only need to be able to speak one of the official languages.

Very true. In Switzerland for citizenship you have to wait 19 years and then be approved by all cantons and pass the language tests where you have to able to speak all three official languages - french, italian and german.
