Delivery without insurance

Which province is she in? Does she intend to live in Canada after the delivery?
Most provinces require you to live there for 3 months before coverage starts, and virtually all require you to live in the province for 6/12 months in a year. If she doesn't intend to permanently reside in Canada, then she is not eligible for health coverage and would have to pay for the delivery herself. Even if she did use her health card, she may be subject to having to repay the government in the future + penalties.
Nothing comes for free, if she does not meet the healthcare residency requirement for the province she is in then the costs could become recoverable by the province. How this might work no idea but maybe when someone returns or enrolls again either in same or different province having failed any previous residency requirement.
This is why each province has such rules to ensure those who pay into the system do not subsidise those who do not follow the rules, not much to ask really.
As for attending emergency cannot personally answer that one but same likely applies nothing is free given would you expect a visitor to be covered without insurance in same scenario for free. Yes they may well get seen to assuming a real emergency but that’s all, once the birth has happened and moved to a maternity section the costs could really start If any complications from the ‘emergency’

Yes your child will be delivered if you show up at the hospital but you will also be approached for payment information. You didn't qualify to apply to a health card if you were only doing a soft landing. If you don't intend to stay over 6 months you should be prepared to pay for your delivery. Around 10k for a vaginal delivery with epidural and around 20k for c-section. Could be more for complications. You may also have problems flying to Canada so close to delivery. Some provinces have an up to 3 month wait until you qualify for health coverage. In Canada health care is free because people pay through their taxes. If you don't file taxes why shouldn't you have to pay for healthcare.

I am curious what is the case if she delivers home then go to canada,will the child automatically be a resident or not?
No. Babies need travel documents. Resident or citizen of whatever country the child is born in depending on the laws.
Just to expand on what Canuck said if a baby is born outside Canada to Canadian citizen parents or one of parents is Canadian then the child will be a Canadian at birth. If a child is born to PRs outside Canada then the PRs will need to sponsor the child to become a PR given the new born gains no residency advantage in Canada if born to PRs outside Canada.
In either case of course the new born will require travel documentation to travel to Canada whether is as a new citizen with a Canadian passport or a passport for the country of birth together with a TRV if not visa exempt.
How easy is it to obtain pr for a baby born outside canada if the parents are permanent residents?
It's just a matter of time. One parent needs to remain in Canada while they apply.
Will the parents need to do any extra work or only medicals maybe for the new born?
