Delivering a Baby in Canada or Outside

Hello Everyone,
I am currently in a tricky situation, but I guess I am well in time to make a well thought decision

So me and my wife both have our PR's, done with our first landing Jan 2018,
currently staying in Dubai, and have had plans to relocate to Canada by Dec 2019 or early 2020.
However, we have got the good news of baby coming, God willing June 2019.

Option 1 - I continue my job, and manage to come in Canada for couple of months (Mid May to mid July), have our baby born in CN, straight away citizenship for the baby, Insurance covered (by my current Insurance plan)

Option 2 - Have the delivery in Dubai, baby with Indian passport - case in which I need to apply for travel permit for the baby - End of 2019 when we plan to come in to settle down, but I am reading that there could be chances of rejections and the process seems complicated and time consuming.

Option 3 - I wind up my life in Dubai and relocate Mar/Apr 2019 and come to CN, (concern being how will the insurance be covered in this case for the delivery)

Appreciate your views/thoughts/suggestions for what could be the best option of the above or any other.

Are you aware that there are residency requirements to be able to qualify for healthcare (usually being present in Canada for 6 month in that year but look at each province). Some provinces have wait times before you receive care. You can't just come to Canada for 3 months and use the healthcare system.

Yes sir
I am aware, hence checking for options

Can i opt for a paid healthcare plan or such
Or what other option can i look for.

Also what would be approx cost involved if have to pay on my own
