As for your first question, it really depends on the person who is going to take the test and how good he/she is in learning a language. You know some people might need 10 hours to understand something but others may learn it in 2-3 hours. Above all, I think if you are smart and hard-working enough, you can reach a good level to get 1 point from TEF, by studying 3 levels of Alliance Francaise Courses. That is approximately 120 hours. Of course, you may work with TEF books and then find no need to even attend the classes.
I didn't take the TEF books and mainly worked with a TCF book and used my knowledge from AF courses. That workled well for me.
