I guess you just have to look at the marriage laws of Canada involving a Canadian citizen and a foreigner.

May be you should consult a solicitor on this matter.

Do I need to sponser her? She has already applied for PR and her application is currently been processing. 15 months into it.
Once she gets her PR. Does she still need to be sponsered? I would assume no.

Correct - if she's getting PR on her own there will be no need for you to sponsor her.

I'm not sure I understand your question. You don't have to have Canadian citizenship or PR to get married in Canada.
