Delayed study permit and Spouse Biometric collection letter.

I have applied for study permit and SOWP for my spouse at the same time on 22nd July, 2024. My start date for the masters program was 5th September, 2024.

It has been 9weeks now and my spouse has not received her Biometric collection letter from IRCC.

I have currently deferred my program to winter 2025 and waiting for my new LOA from the university.

Is my spouse going to receive her Biometric collection letter before my study permit is approved?

what does this situation mean?

Let me add that I have been refused study permit before and my biometrics is already with IRCC. My spouse has never given her biometrics to IRCC before.
