Delay in Visa response

Hello all
If we have to change course after submitting visa do we have to inform visa officer or submit new application?
Please respond.

I have to withdraw from May 2020 session courses as my Study Permit not approved yet. I received new offer letter from the university for Sept 2020 session. Can anyone please help me with next steps? Should I update my visa request with the new offer letter and associated documents or should I wait for the decision to be made?
