delay in update about study permit

Its been 4 weeks(average time 3 weeks according to cic) since i applied for study permit but no update yet
Tracking portal shows application is being processed
Classes starting next week really worried

Please help

i applied on 8th of july for university foundation through vfs kathmandu , file under processing at DElhi officeand my husband as dependent (TRV).
my husband got medical request in 19th but i didn't.
MY classes are starting from 4th of september.
I have done many case specific inquiry no reply yet.
M really worried.
Please help and pray for me

I track my application.There wrote this...

Visa application, tracking ID No................– Processed Decision is ready for collection at Canada Visa Application Center DHAKA. Please collect your Decision from Canada Visa Application centre between 15:00-17:00 Hours.


What is mean by this?
