Delay in Passport for a Newborn affecting ITA

Good Day
we just had a baby and i'm at the 455 threshold and hoping to be invited soon. I made an appointment for a Passport for my son but the appointment given is three months away. I have been able to get his birth certificate. What should I do when the ITA arrives and he has no passport but only an appointment?

All you can do is include a letter of explanation in place of it.
