Sorry mate, but this is contrary to what the OP6e.PDF states. The IO had no right to refuse or better said to compare your degree to one obtained in Canada. Yes, of course, all she/he needed to do was find out and verify that it's genuine and not a fake one.

credential issued on the completion of a program of study or training at an educational or training institution recognized by the authorities responsible for registering, accrediting, supervising and regulating such institutions
in the country of issue.

Also, Note that the onus is always on the applicant to prove whatever the IO "refutes".
