How is this possible? I mean for example how can you have Masters in Business from NYC and ULCA at the same time?
Are you obtaining the degrees in a fraudulent manner?

I can't imagine anyone wasting money on getting two identical degrees from 2 separate universities. I can't even imagine how the second university would even allow this to happen.

The only logical scenario I could come up with is, for example, an MBA with a concentration in Finance, and a second MBA with a concentration in Marketing. And even this would be a ridiculous waste of money considering there are other graduate level options to get a certificate in the second concentration.

And in any case, you get more points for a Masters degree than "2 or more certificates" for EE anyways.

WES will definitely consider both degrees.

Are you asking about CRS points of "Two or more certificates"? You should know that, Masters degree points are always higher than "Two or more..", so if any one of the degrees is considered as Masters by WES then you will get CRS points for Masters degree, you wouldn't need the other one.

Send both and see what comes out. In case both the Masters are downgraded to PG diploma equivalency then still you will not get points for "Two or more.." because it requires one of the degrees to be at least three years long. To avoid such circumstance you should send your Bachelor's degree as well.
