i have pursued two degrees simultaneously in same academic year in regular mode which is not permissible/allowed according to university . University's has withdrawn the degrees. i am applying for permanent residence under family class sponsorship. . WILL it CONSTITUTE TO INADMISSIBLITY if i tell in my application that i went to university and degree are cancelled? SHOULD I BE HONEST ABOUT IT OR NOT TO DISCLOSE THIS INFORMATION IN MY APPLICATION

You are over thinking. You apply under family sponsorship (assuming by spouse), so as long as you have a genuine relationship with your spouse, you will be fine.
You education background isn't really any concern with your application.
So be honest. Inadmissibility is more like committed serious crimes. You also should not list those degrees under completed education.

e.g. Highest level of education shouldn't include these degrees.

You must be honest about it. But the degrees, incomplete or not, have no impact on spousal sponsorship.
I completed both the degrees .. But according to university act I can't be present at two places at the same time. So degrees were cancelled

Repeat: if you are applying under spousal, they do not care about your education. Just tell the truth, you do not have the degrees. The distinction between completed no degree and incomplete does not exist, you did not get the degrees.

I don't have any criminal record. University just cancelled both the degrees .. That's it .. Since it was not right in my home country.. I was thinking Canadian immigration might make an issue under committing an act outside

They are not interested. Only if considered criminal or equivalent. Just tell the truth, you did so many years of education but did not receive degrees. The details of why you did not receive are not relevant.

Only reason they ask for education level is so that they can compare sponsor and applicant level of education. In some cultures, if Sponsor is a Doctor of Philosophy and Applicant is a high school dropout, then we have a probelm.

Well they also collect information for statistical purposes etc.
