hey guys

I'm 21 and I depend on my mother. She's been a Canadian citizen for 12 years. Do I still qualify as a dependent child?
 
You need to provide more details.

Based on your earlier posts, your mother became a PR and then citizen. Were you included in her PR application as a non-accompanying dependent and did you go through a medical exam as part of this process?

thanx for replying. well no I wasn't because of some silly family issues. I read that as of 1st of jan 2014,only children under the age of 19 can be sponsored. does this mean im ineligible?
 
Because you were not included in your mother's application, you're ineligible to be sponsored by your mother.

The rule you are referring to (dependent age being limited to 19) was not implemented by CIC in the end.

Although you meet the age criteria of a dependent, the fact that you did not go through the medical when your mother immigrated means that she can't sponosor you.
 
oh ok, thank you so much. one more thing, when my mom moved to Canada, our country was visa exempt so she didn't need to apply for a visa, she only used her passport. Does this make a difference?

Unfortunately your mother committed "misrepresentation" by not declaring you as her child when she became a PR of Canada. You should have been included in her PR application, done medicals, etc, even though you didn't go with her to Canada.

In the eyes of Canada Immigration, you do not exist, therefore she cannot sponsor you. If she attempts to sponsor you now, she might risk loosing her Canadian citizenship.
 
If you rmom has been a citizen for 12 years and you are 21 years old now, that would mean you were a minor when she left for Canada. So how would you even know whether or not you were included in her application or that you didn't undergo the medical exam?

I think you should ask your mom for a copy of her permanent resident application to see if you were on it. If she doesn't have it, she can request it from CIC by making an ATIP request. If you were listed as her child(dependent) on her PR application, she could sponsor you now. If you weren't listed, she can never sponsor you.

It's quite possible there was no misrepresentation. OP's mother may have said she was unable to obtain a medical for the OP. In that case CIC would have allowed the application to be processed with the provision that the child can never be sponsored.
 
There is one way to find out. Have the OP ask his mother if she did in fact list him in her PR application and whether or not OP did or did not have a medical done.
