As far as I know, IRCC is letting students start their studies without aips or visas for now as processing times are delayed due to covid. However, if your college says you've passed the deadline to submit your visa, you may have to defer your intake to May.
In my case, our university gave us time toll April to submit our visa approval. Please check with your agent or student coordinator.
Also, no it won't affect your ppr. Once you sharw the revised LOA with IRCC, they will update your file and automatically your ppr will come in time for May if you choose to defer.

If your program is only available in September or Jan, it's upto to make a choice and defer. If you're planning to change your course and go for the May intake, you could do that too.
Just ensure that whatever decision you take, keep IRCC informed through the webform where you would also be able to send them your revised LOA.
I too had to defer from Jan to sept even though my visa application is in process. I sent them my revised LOA and my agent mentioned that IRCC automatically updates your file. My college too said there wasn't a May intake for my course, which is why I took the decision to defer to September 2021.
