No, 2nd stage process only applicable to Fall Intake 2020 as of now. If you haven't updated your LOA in online portal then mostly likely you will receive an AIP.

Right now visa officers focus is only on Fall Intake applications. So, May be after Sept 15 you will get to see some update on your application.
To be honest all timeline went for toss and no one can predict when process gonna start.

Now russia has develooed vaacine and recovery rate is also good so what they are waiting for not opening vacs not providing accurate time !
