Defer letter

I applied at centennial for diploma in automotive technician truck and
coach for sep. Intake but due to some reasons I am unable to attend so I
have to defer my letter and have to choose another course software engineer
technician. Can you please tell me that can I get seat in this diploma I
paid 8020$ if yes then how much time will it take to get my defer letter
