I Need help please

my wife has a daughter from previous marriage , she is not living with us and her father has full custody over her.
in my application to Quebec ,we didnt know that we have to add her name in the application becuase she is not accompanying us .
I received my CSQ ON 2015 , And I applied to CIC i didnt here from them until last month , they asked to send updated forms (Generic application , family information ...) ,while I was going through the forms I noticed that I have to list all dependents including step daughter ! so I asked my immigration consultant and he said you MUST add the daughter of your wife otherwise she will not be able to come to Canada in future.
So I added her name as non-accompanying dependent, and I'm about to send all forms again.

my worries , Do you think visa office will consider this as misinterpretation and send refusal , and if not what they will ask for .
note : she is under her father full custody and she is not accompanying us .

You need to declare your step daughter. She will have to take the medical even if she is non accompanying. If the father has full custody and you are absolutely sure that you or your wife will never sponsor her in the future than you can add a supporting letter stating that you will never sponsor her and also add the custody documents. But you absolutely have to declare her. Anything else would be misrepresentation.

That’s good to know. At the moment I think that’s all you need to send. I’m not sure about photos so please check. They will ask for medical exam same as you and then once you are landed they will always be an opportunity for you to sponsor her at a later stage.
