Declaration from non-accompanying parent --- IMM5604

We are applying for spouse sponsorship. For my son from my previous marriage, we have a notary of declaration same to the IMM5604.
My question is if it is necessary to sign IMM5604 again?
If we submit the application without IMM5604, can we submit it later after we get his legal father signed it?

Hi, my ex husband had to sign the form in front of the notary and then I sent it with out application package.
IMO send it with otherwise it will be incomplete.
