Declaration from colleague for work proof

I have a declaration from a colleague regarding my job responsibilities and all other requisite information in CIC format personally signed by him and have his business card too.
Do I have to get it notarized?
If yes, what is the procedure for the same.
Will it be sworn in his presence and signed by him on the stamp paper?

If the reference letter is not in the letter head of the company, then even if you notarize it, it does not account to anything. Even if you are getting it from your colleague, it should be in the letter head. There already has been rejections because of this.

Thanks for pointing out the standard procedure.
Just to add, I have the reference letter from the employer on the letterhead but that is deficient in the sense it doesn’t have the responsibilities listed.
Also, i’ll be attaching payslips, joining letter and hike letters to support my case.

You don't need to notarize the document, rather, it is more important to get proof that such colleague works at that company and ideally proof that your employer refused to provide a reference letter following IRCC's guidelines. You can then write a LOE regarding the situation.

I wouldn't let the other post discourage you in any way, although there has been rejections an overwhelming majority of applicants have managed to get PR using a reference letter with no letterhead. You do have to do your best effort to provide as much proof though.

You can go ahead and try that but I am just worried IRCC ends up calling your employer and he/she fails to confirm the details of your employment.

Confirming the details isn’t an issue as the deficient letter was issued by the employer informing them of my application for Canadian VISA and not the purpose of immigration. Hoping all goes well.

Cant ask current employer for a reference letter, as when they get to know about PR processing i might get unncessary issues which usually happens in any organization.

In place of the actual reference from employer

Reference Letter from my Reporting Manager in a white paper with his email ID, emp ID, his company ID card copy
Appointment Order
2 Promotion Letters or 1 Promotion and 1 latest Salary Revision
Pay Slips for last 6 Months

Will the above documents will suffice?

Also I have 2 questions from the above:

1) I have read at many places like getting the reference letter from senior notarized. Is that meaning that can i just have that white paper attached to the document from Notary and just Notary's and my sign in that?
Or manager also should come to notary and have that content typed in a legal green paper and all 3 should sign.
Please help to clarify.

2) Also somewhere like Tax Returns to be submiited as proof. What is that? Is that Form 16 from Government or the Tax retun statement (but this will just have the name and not the company name).
Can you please clarify what can be submitted as a proof?

I got a generic reference on letter head from HR + roles and responsibilities from supervisor notarized on white paper. I only explained in LOE that I couldn't get the required reference with duties from HR without any proof.I'll update my case once I receive GCMS notes.
