^Probably a Senior Review.
As I have mentioned in other threads, I strongly believe that final decisions are made by at least 2 individuals, to ensure fairness, correctness, and to cover all bases. This is how it's done in most decision-making processes (e.g. you have a Maker-Reviewer-Approver as a check-and-balance) and to distribute the responsibility.
 
i really hope you are right - I am an October 2012 Applicant this has taken over 1.5 years to complete
they have not asked me for passport yet - i am ready to give up
 
Let's not invent something with no evidence and cause unnecessary concern.

Once decision is made, decision is made and final. The purpose if this "review" is most likely not a review of the applicant but a review of the application process to make sure everything is in place before adding the file to automated system for PPR (or refusal if that is the case).

once eligibility passed VO will send a medical request and ask for the fees , but my question is once you submit your medical and pay the RFPR fees do files undergo another review for eligibility or they will just review the medical results and make their decision?

there is a decision to be made once you submit medical report. If you read the RPRF email it should say "your application for Canadian PR has been found eligible" (something like that). So RPRF is a good indication of a positive answer, unless there is an issue with your Medicals or admissibility.
 
GCMS notes are the right way to determine what is the current status on your application, simply guessing or assuming that this is the process isnt right.

Based on my personal experience, not all the information received through MP office is correct, I was told that my application is pending final review and it would take another 15 days or so for next status update, but, within the next 2 days I received PPR.

Again, from my experience, the only reason for these delays are the delays in completing the security eligibility and nothing else.
