Your heading says that you got DM without any police report submitted? I am leaning on bad news "negative DM" unless you provide more information on the applicant such as applicant been living in Canada before 18 years old and never left Canada since. This would be the only time a Police Report would not be needed and get a positive DM without police report.

But I think you are looking at the sponsor's DM. Once the sponsor got SA, then the sponsor will get DM. Have a look as the applicant's status not the sponsor.

PPR = passport request, not police record. PCC= police record.

no passport request is quite common these days for visa exempt applicants, so no, it does not suggest a negative decision.
 
No, we sent all required documents including Police Report etc. with the app. PPR means Passport Request.

OPPPS. A major brain fart on my part. My apology. Got to refresh my memory on the differences.

In that case, then it is likely a positive DM. Congrats to the Krinkle.
 
I got DM before I got PPR..
 
I'm from Japan (visa exempt) and I never sent my passport, nor was I asked to fill out "Appendix A" which apparently all or most Japanese applicants (going through Manila VO) need to fill out.

So I'd say it's positive news!
