Base on your timeline I would say that either you were approved to be a sponsor or not. A separate email/ mail will be sent to you regarding approval or disapproval. Goodluck!
 
they already send me e mail about that they have transfer my file to Manila Phip and issue me UCI no as well they write this

That would be Tagalog. Unfortunately, all the Manila threads end up being entirely in Tagalog, which is unfair for the non-Filipinos applying through Manila.
There is a Manila thread for English speakers which would be more suitable for you I believe.
