Probably not, what might happen is that people will start to accept direct ITAs and OINP will no longer process their files which will speed up the processing for those in the back of the queue.

But it seem very few people do. So I guess you're right in assuming that assessment will start a short time after AOR...Your application was reviewed to confirm that it is complete and has been forwarded for assessment. OINP will notify you when your application moves to the assessment phase and again when your application moves to the decision phase....

That explicitly stated his application has moved to assessment phase...
It's not the AOR. If it was the AOR why would they also state "We kindly request that you wait until after you receive notification that your application has moved to the assessment phase before contacting the OINP..." within the AOR, that statement alone makes it clear that the AOR is not the confirmation that the application has moved to assessment phase.
The point is, since many people don't receive this explicit confirmation as BICKO did, then I think it's fair to assume that shortly after the AOR your application will effectively enter the assessment phase.
