What the next step after everything Completed on the tracking except Oath Ceremony ?

You should receive an update by the end of this month , I passed the test in early September and did not have updates until last week.
 
Did you try calling IRCC or raising a webform ?

You can use the above reasoning.

For my application, 7 months is complete since the last update in September 2022 that confirmed the test is complete. Except for the test complete everything else is in progress and no update. The way IRCC operates is so frustrating.

Means you stuck at background check, either criminality check or security. Should be taking up to 9 months .

99 percent of the time IRCC just has staffing or logistics issues. Persons who passed background checks during temporary residence and permanent residence applications are most likely not suddenly dangerous enough to need enhanced screening.

Things like staff illness, vacation, maternity leave plus some staff insisting on working from home are more likely the reasons file's are delayed. Just like how they allowed people to apply online before staff were trained to process online applications leading to a big lag between paper and online applications.

And most times there's not much one can do to speed up the process than just wait.

Let's assume what you alluded to is the case. It's embarrassing to observe IRCC has significant logistical, planning, staff turnover, and staff training problem and deficiencies. IRCC is a crucial ministry, and it can do a better job. Their main problem is that there is no efficient communication tool to update the applicants and provide accurate updates on the application status, and one could wait 36 months.

We assume that might cause the delay, but it's just a guess. However, the stressful part is that IRCC doesn't communicate. The application is stuck in a black hole neither the IRCC call centre nor the case officer replies to the applicant's queries. They should bring fewer applicants to Canada, increase service quality, and allocate enough resources to boost their capacity and manage the resources effectively.

I don't understand the logic of launching a tool before training the staff; it's nothing but buying a problem. IRCC doesn't take accountability and responsibility for the delays or at least provide a deadline for clearing the backlogs; they close all doors to become out of reach for applicants. I am not sure that addresses the problem.
