Unusual but it may work. There's no provision to prohibit anyone from withdrawing and reapplying. But the problem is that even majority of paper applicants including myself are stuck at Background Check Complete. So who knows? This new IRCC minister has messed up.Can I withdraw my application and apply paper-based. Seems like online is taking forever to get approved. It's just that the processing fee will be lost because of the AOR.
