From looking @ other threads it seems like immigration is reviewing OWP applications for the first or second week in November which means it's probably going to be another three weeks before people who applied @ the beggining of December OWPs starts getting looked at

@Eli51 Thanks for the update. OWP seem a little bit slower. The frustrating thing about OWP is the way the process cannot be tracked. I applied with my Spousal PR application in December 30th, 2019 hope we get answer within 6 weeks time.

My application was received December 20 so I am guessing for myself if things go well I will get the OWP approval first or second week in April. If you sent it in December 30 probably second or third week in April for you.
 
my wife got email for Biometerics fees request that i already had paid . just uploaded the same reciept again on the IRCC webform.

When was your application received by the office? after Dec. 3? mine was received on October 9 and I don't know if I am expected to give biometrics

Good to have idea on what to expect. I see reason why I could only link my Spousal PR application to my account but couldn't link my OWP application.

I guess you would give biometrics as stated on CIC website any application sent in after December 3rd, 2019 would require your biometrics. There are exceptions that has to do with age and temporary stay extension maybe

I just linked my OWP application today February 28th, 2020 to my online account. I have also linked my Spousal PR application 2days ago.

Inland spousal PR +OWP applications sent: December 27th, 2019
Applications Received by CIC: December 30th, 2020.
Temporary stay expires January 5th, 2020 extension applied online: December 31st, 2019
Linked my PR (processing is 17% completed) to my account on February 26th, 2020
Linked my OWP today February 28th, 2020.
Hopefully waiting for smooth process

@russ6970 When did you sent in your application?
Did you check your application status on CIC website? Check it here: https://services3.cic.gc.ca/ecas/authenticate.do

If the status is "Application received" then you cannot link it.
If the status is "In process" then you would be able to link it.
