It is not a perception. It is a reality. Outland applicants who are USA residents are excepted from the travel restrictions. When they receive PPR and PR visa wih COPR, they can move immediately unlike other outlanders.Sir I am from USA but still waiting (Nov AOR). Please do not make perception on the basis of 2-3 records.
