Just got the notes that are 110 pages totally.

Stream: CEC
AOR: 2018/12/05
Notes due date: 2019/02/27
Eligibility: Recommend Pass
Security: Not Started
Criminality: Passed
Medical: Passed

It seems like their work efficiency is not very slow at the beginning. But, there is not any movement since 27 Feb.
Who knows what they had been doing in the past 2 months...

same boat i am also. Security not started.
 
Had a good call with an agent a couple of weeks back. She explained that they use an outsourced company for the background checks and have to wait for them to come back with information before a file can move.. Particularly for th those in a situation like mine (AOR Dec 12th) with Eligibility 'met'.
The feeling I got was she was saying this process is out of their (CIC) hands.

What number have people used to call IRCC to get an update on their file, and is there a best way to do it in order to actually get to speak to an agent, as opposed to being electronically told the status of your app & then being disconnected.

I used hangout and called that CIC number +16139444000
I followed the instructions on the IVR and then got to enter my EE application number and the year of birth. Usually the call center is busy, I had to wait for 26 minutes to get connected to an agent who as well asked about some details to authenticate the caller. If you receive a message saying that there is a high load of calls, you need to hangup and call again. @USProgrammer detailed in one of his posts that you can go through the family sposorship option which will save you some minutes on waiting and will be in touch with the same agents treating applications' status. One last advice, you need to insist on asking about: Visa office, Criminality, eligibility, security. Good luck.
