IRCC might work up to Dec 12 today considering the MEPs reported so far today are from before business hours in Canada (meaning they happened yesterday).

No idea. The IP1/NA2/IP2 aren't all guaranteed nor do they necessarily line up with any IRCC action. It's just ways we can see our application progressing, knowing something is happening behind the scenes. GCMS is really the only way to know what's actually happening with your application 100%.Thanks for the link on the terms... As per that will CEC inland skip the step on BG ip1?
