Hi , i am new here , submit my application and received by dan on 31-12-2014 , shall they consider it or shall i apply for EE , but in EE they need UCI no which i do not know what to fill in , please advise .

FSWP 2014 ended on Dec. 31, 2014.
They received your application on January 5, 2014. I am not sure if they will consider your application.

It takes time because they will return your application by regular mail.
Try Express Entry.

actually, my fear is that they might mistook it for an application for express entry and may file it as one. though i haven't signed for it online.

Express entry does not work that way. It is an online application.
They will know that your application is for FSWP as indicated on your package.

when do you think CIC will start checking Dec applicants. I think first of Feb ? any guess

The CIC are currently on October applications and hopefully December might start in Feb/Mar
