Hi! The agent is from Montreal. He didn't advise me to sent without ECA, he just advise to register us on EE and risk sending the application without the ECA as it didn't arrived till the end of FSW2014 program. He also included a letter of explanation with the file, besides mine, also status and e-mails with ICAS (applied on august 2014 and ECA released late January 2015). We both were aware of the risk but I took a chance, after reading this text on the Document checklist, and finding my reason valid enough.
"Note: If you are unable to provide any of the requested documentation, include with your application, a written
explanation with full details as to why that documentation is unavailable and any documentation that would support
your claim. If your application lacks any of the documents without a reasonable justification, it will be returned to
you or in certain circumstances could result in the refusal of your application."
My agent said that will call CIC these days. Keep praying for a good news. :'(
