It is of no use to call CIC before ten week time from the date when they received your application. I just call them and the sweet lady said "I am really sorry sir that we can't help you in anyway before ten week time." I am 18 dec. applicant so I can call them on 27 Feb. and as she said hopefully you will hear from us before 27th. Thank you for your interest in Canada and call ended with "Have a sweet day sir."

Guys, is this a mandatory step? And dies this step come before or after thePER? I got charged without ordering this duplicate report so should I do it before the PER?

@kerdek, you do not need a duplicate report from WES. That was a peculiar case. CIC had contacted WES regarding the applicant's ECAS report that it wasn't the required report for the FSWP program so WES contacted the applicant on how to resolve the issue which is by ordering a duplicate report from WES.

I actually called CIC a few hours ago. A nice guy with French accent asked for my info. He double checked and told me 'Not in our system, may be not opened yet or never received'.

God! When do they usually open the file and allocate UCI Number.. 2 days before encashing ! Or once they revived it ?

During last two days i tried three times and i heard the same memorized answer from call centre agent that wait for 10-weeks, but the fact is that your application parcel has already been opened and you have been already assigned UCI. You should try again your luck till you find another polite lady(more polite then the one who gave you 10-weeks answer) and that lady will certainly provide you UCI number to check your ECAS by your own self.

I have tried to log in via the UCI no that the CIC agent gave me but i am unable to see any details.
Whereas the agent , who was very polite gave me the no and also said that CIC will contact me soon.
What does it mean ?
George, can you advise on that

It could mean one of the following two things.
1)- Problem with your browser
2)- Family name entered in CIC system is sometimes entered wrong. Happend with one guy who has four parts in his name and his last part was family name but i don't know how CIC made his last two parts of the name as his family name and because of it he was unable to login but with trial and error he logged in by entering various combintions of family name from his name parts.
3)- Your application is still not sent for eligiblity check, because after completeness check and after finding that cap is not filled, the application should be sent to eligiblity review staff, who then assigns points and take some days for it. And at that stage you should see statement like this :- "We have received your application on dd-mmm".
But if they did not send it yet, you will not see anything in your ECAS.

We are seeing 23 Dec applicants being charged.................Keep the hope up guys!!!
Charging Estimates ( my deductions based on current charging trend) - Liberal Estimate
By Week ending 22 Feb 15 - charging upto 24 Dec applications ( received date)
25 to 28 Dec 2014 were holidays at CIO
By Week ending 01 Mar 15 - upto 31 Dec applicants with CC mode should have started getting confirmation
By Week ending 08 Mar 15 - applicants till 31 Dec including with DD mode should start getting confirmation
By 15 Mar 15 - Charging for FSW 2014 should be hopefully completed

Wishing that GOOD news on charging be received by all at the earliest. May God give CIC staff the motivation & good cheer to keep charging & carry out eligibility checks at a fast pace!!
