Do you mean you see the "CAP of 8000 reached" in some other site other than this: http://www.cic.gc.ca/english/hire/cec.asp ??

I just called up CIC and the person I talked to confirmed that the CAP has not been reached and 4587 is the correct number of applications they accepted.
But then again, a friend had also called up at the same time and they weren't able to tell him which one was the right information... Not sure why there is a discrepancy within the information that the Call center people are provided...

I too just called CIC and they confirmed that CAP has not reached and 4500+ is the current number and we can rely on that.
Also she mentioned that the count is the number of application recvd by that day i.e nov 26 and not count for AOR generated ones.

That's some good news!

If all your paper works are done, send the application ASAP.

Good Luck! :)

Dear December 2014 Applicants,

I know what you are going through as I am on the same boat with you guys!

This is what I would like to suggest you to do.

Send your application ASAP if its ready to go.

There is no way the CAP reached from 4500 to 8000 in a week.

Lets not worry about the CAP as its not in the CEC cap page yet, or wait until friday to get the latest cap count!

Best wishes!

:)

I understand that the overall CAP of 8000 is not reached. But anyone know that if CAP of NOC 2174 (Software developer) has reached?

If you are applying with NOC 2174 under Canadian Experience Class, there is no sub-cap for NOC 2174 since it is a Skill A job. However, if the overall cap of 8,000 has been reached for CEC applications, applying with any NOC would not help.
