I don't see my status changed to "Decision Made" as I paid the RPRF on 02nd July and no Passport request yet.

What kind of status you have right now? Does your status bounds you to live in to Montreal only for example closed work permit with Montreal employer? if yes, then It would be easy to explain you to live out side Quebec after PR but if you are not bounded to Quebec like holding PGWP then you should have left Montreal by now to make your case strong?

On the other hand, if you are working in Montreal then you might have an option to apply for the PNP in Quebec. I suppose that could have easier and straightforward for you.

I believe, Honesty is the best policy. You can explain your concern about French. Also explain, if you have any sort of connection in Canada except Quebec. This may also help. You can also explain your future plan of settlement in any province like BC.

That is just an thought.

I think we have to be patient... I am a similar timeline 16 dec and AOR 5 Feb, still waiting, but there is a 13 month average processing cycle for CEC there must be a reason for it... ;D

Just a thought. Did your employer had mentioned that you are working on [Canadian Address] on their Indian letterhead. If not, may that will work for you.

chill buddy...I am waiting for MR too. The only way to kill this stress is to have a nice vacation
