If the appeal is positive and you get your TD, you can return to Canada and apply for a PR card based on the appeal and TD. However, you should still not leave Canada for 2 years because even if you win your appeal, you are not exempt from meeting the residency requirements. If you were to leave Canada again before you do and something happens to your PR card and you must apply for a TD again, immigration will most likely refuse based on that you had your chance and didn't use it.

Agreed. Winning an appeal doesn't exempt you from the residency requirement. It just gives you a second chance. To keep your PR status you must still demonstrate that you actually have a commitment to Canada by meeting the residency requirement.

Right now, it's 90 days, see http://www.cic.gc.ca/english/information/times/perm-card.asp

The only way to make it faster is if you apply on urgent basis with proof of an intended trip, flight tickets etc. However, if you are in the situation that you have been granted a travel document to return to Canada based on H&C reasons and you immediately apply for a PR card on urgent basis because you want to leave again, I think that is a big red flag for immigration.

appriciate your help thank you for these useful answers.. I still need to know how long it takes to process my appeal the decision of my travel docuent was taken in 29th April 2013, I am going to mail my application and cover letter to the IAD at the begining of June 2013.
