daughter needs spine surgery

My wife is currently working in Canada as a Live-in CareGiver. Our daughter was diagnosed with Thoracic Insufficiency Syndrome and would need surgery. The surgery and the implant needed is not available in our country(Philippines) since it is a rare disease. Our doctor have advised us that it will be better if we could seek medical care abroad.

Is there a way for my wife to sponsor/bring our daughter to Canada so that she may have the surgery in Canada? My wife is not yet a PR and is fairly new in Canada.

Your daughter will not qualify to apply for PR until your wife has met the requirements to become a PR (i.e. when your wife is ready to apply for PR, she will include your daughter in the application).

Your wife could try bringing your daughter to Canada as a visitor (on a TRV). However visitors do not qualify for free health care which means you would have to pay for all medical treatments yourselves.

Is there any organization or charities that could help us in the medical bills if we decide to bring our daughter as a visitor? as I understand without healthcare, hospitalization is very expensive in Canada. how long does a visitor's visa take to be processed. Time is of some constraint as she will need the surgery within 12months.

Will my daughters' condition also affect the application for PR(later on) since the treatment required for her case is continuous(after the first surgery she will need minor surgery to adjust the implants every 4-6months).

I recall having seen on television something along the lines of sick children from around the world being brought to Canada for medical treatment in special cases. Leon has given you some great suggestions regarding your daughter's condition and what you can do now to get her the help she needs. Good luck.

To answer your other question, yes - there's certainly a chance that your daughter's condition could affect her ability and your family's ability to be approved for PR. If CIC feels that her condition will cost the Canadian health care system more than $5K per year, she could be refused. If she is refused, then unfortunately your entire family will be refused as well. Unfortunately you won't know for certain what's going to happen until you apply and your daughter's medical is reviewed by CIC.
