Hi,

I remember helping my friend years back. His application was sent and was received in September. However his application got returned in November. The stamp on his application had a date in November.

So this 10 June fiasco, which date counts. The date they received the date they opened? or is it a mystery?
 
Date actually received by mail but if at a later date when opened and there are missing documents then most likely will go under new rules.

Usualy, CIC put a stamp on the application the day they receive it.

Same rule applies. Date they received the application. Date postmarked has no meaning. If your friend wants to apply under the old rule, he has to get his completed application in to CIC's hand on or before June 10th. He got two days to get his application in if he hasn't done it already.
