I have a relative he has a date of birth conflict

the following is the story

when he first came to canada his date of birth in the passport he used for landing is similar to his date of birth in his PR

about a year ago when he traveled back to his home country he figured out that his Date of birth has changed coz of a mistake that the government made a long time ago and they didn't figure out this mistake until everything was computerized.

Anyways he changed all his papers in his home country but he still didn't change his passport coz if he did his date of birth in the PR will not match his new date of birth and he might not be able to come back to canada.


My question is can he change his Date of birth in the PR according to his new date of birth " AND BY THE WAY THIS MISTAKE WAS NOT MADE BY THE CANADIAN GOVERNMENT IT WAS MADE BY HIS HOME COUNTRY"

He needs someone to guide him through this coz he is a bit confused!!!!!

Has he got all the proof and all the paperwork that the mistake was made by govt. and is now rectified.
Is he getting advantage with his new (original) birth date, like he will be younger and hence can work longer or get more pension etc.?

Did he already knew his actual (original) birth date? What does his birth certificate say? If birth certificate was wrong why was it not rectified? Just some of the questions that arise.
Don't think this will be easy.

CIC won't re-issue current PR Card its not their error. A new PR Card application must be made including a review of the residence obligation but even then the guides refer to a name change nothing about DOB. Its odd that there was a 'sudden change in DOB'. CIC need ID with the new DOB as proof its the same person. A consideration will include the age range change and the country where this occurred...with the current 'fraud alert' regime at CIC this isn't looking straightforward!
