How old is he?

Not being well educated will work against him and limit the options available.

What is his occupation?

Any chance he has a Canadian spouse or common law partner? That will certainly make things easier.

It's going to be pretty much impossible given his age and occupation. I personally don't see any realistic paths for him to immigrate.

There's no way he's going to score enough points under Express Entry given his age and level of education (Express Entry also requires a person to have at least 1 year of skilled work experience that is continuous and in a single NOC within the last 10 years). And his occupation isn't in demand in any province.

Sorry, I don't see any options for him.

One more question ..how European ppl get settled here ? I heard they get workpermit for some specific time ! Is it so?

Europeans follow the same process as anyone else to settle in Canada.

There is no special immigration program specifically for Europeans. They have to apply through the same immigration programs as everyone else.

To get a work permit, he would need to secure a job offer with an employer in Canada first. Then that employer would need to obtain an approved LMIA, which would include paying a $1000 fee and advertising the job to prove no Canadian could be hired. Once the LMIA is approved, he could then apply for a closed work permit linked to that specific employer.

There is an open work permit program for some European countires where you can qualify to come to Canada to work for 1 year for any employer. However this program is for younger people and is only available until the age of 35. He is too old to benefit from this program.
