Regarding the visitor's visas, Iraqis are probably NOT issued such visas; because once have been issued, they'll never leave Canada, as well as their is NO law allows immigration officers to deport Iraqis.

My husband has sponsored me from Quebec and he was approved; then the file was transferred to Syria and the file has been noted online as "application received on April 27". We haven't heard from them since, they haven't sent us any file number or anything like that. Do you think we should expect anything soon?
How about this pilot Ottawa thing, are all files being transferred there or just the new ones?
By the way, I have applied for a visitor visa and received it while my file was being processed. I'm Lebanese. If anyone has questions about visitor visa, I could happily answer.

hi and welcome well your next step is ur residency questionnaire and they might ask u for some extra papers u ll get it soon i hope and if u have a visit visa why dont u go and stay with ur husband ??? ur RQ and extra paper u can manage to get the help of someone from ur family it wont be a big deal anyways good luck for the next step.
