for Quebec applicants, when they start counting the time, is it when you get the federal approval or when you get the provincal one?
because for me, I got my CIC approval in october, and then my QC approval in december.
and another thing,
do you guys think that if the filles were kept in Canada and weren't transferred, they will count this time also or not?

I think you have to count from December. And if the files have been kept in Canada it means that they have not started to work them till transferring. So the beginning time will be after final transferring!mohammedm123 said:
