I noticed that your process is stuck exactly like mine... that's why I've been meaning to contact you in the past few days.
Here's what happened with mine. I requested the notes on Jan 23 and received the them on Feb 11.
The person who prepared the notes as per my request did that on Jan 28th which is exactly the same day that my application was updated to "In Process"!!
It seems that my request made the officer to have a look at my file out of the pile as if it was forgotten or something! However in the notes there was a deadline for the application which was sometime in the Feb. I guess he time to process the application by then but since I requested the notes he decided to process the app at the same time he was creating the notes as per my request.
In the note I realized that they did not touch the application the whole 90 days that it was in Ankara! IN NORMAL CASES they begin their processing of applications by first confirming the fact that the relationship is genuine. For my app the relationship was PASSED on Jan 28 ... the same day as "In Process" and creating notes!
As people speculated here before when they update your app to In Process it means that they have approved genuineness of your relationship and it is then that they start their background checks.
But don't worry your app is not unusual as people around you have not been updated either. In the spreadsheet only Vanman says that he's been updated which could be a mistake. I mean he could be confusing In Process date for sponsorship with PR In process which are different... I was in the similar situation but I was the last person to have get In Process but I was only 2 weeks after people around me ... So don't worry you're fine just make the request and hopefully your app will be processed. I totally understand how you feel cuz I experienced the same thing.

What you said made me do it actually today or tomorrow. Your story was so weird and helpful at the same time. So much for their processing based on order of applications received.
But what you said made sense. Everyone before me is in process and no one after me is in process except for Vanman. But two people before me went in process 14 days and 30 days after. So I'm not sure what's the hold up.
So what you said means that they haven't touched my application yet. Or the relationship have not been approved yet.
ok so just a quick question. I must check 4 A electronic files and to the right I should choose immigration permament residence? There are no other options. To the right of that, I entered my application number along with Ankara VO. Above it in section B, I said I’m requesting on behalf of someone else who is my wife. Is this correct?
I also asked my wife to fill out the consent form.
