You still don't get my argument. Yes, refugees, caregivers and family applications are not part of the EE, but quotas for EE and each other streams are ALL DRAWN from the SAME IMMIGRATION PLAN. Therefore, if in 2017, IRCC decides to raise the quota for caregiver stream, then EE's quota will be cut to make place for that, just like 2016. So those people may not participate in EE, but when more of them are allowed to apply, it will definitely affect people in the EE system due to less ITAs.

You cannot separate EE's backlog and quota from other streams since they are all managed and handled by IRCC, the ONE AND ONLY.

So what? I do not admire the cut down of economic quota, but we cannot do anything with it.
The numbers are set and they are being proceed with definite speed, time frames, etc7 for any category.

Nothing has been announced yet. You're trying to make prediction on possible future events that do not have any source to be true.
Until the quotas for 2017 announced, we cannot predict how the are going to be divided.
Perhaps, the caregivers or refugees percentage will be increased.
Perhaps, the economic stream percentage will be increased.
Perhaps, overall immigrant plan will be increased for all categories.

Probably you're trying to say that even if economic backlog will be cleared, there will be the backlog for other categories.
True, but it doesn't influence economic streams. Canada is unlikely to stop economic intake and proceeding new applications or make delays just because they need to clear family or caregivers or etc. Why? Because Canada needs economic immigrants now.
