Yes. Totally, completely, absolutely, 100% fair.

The points represent the traits that Express Entry is designed to select for. CEC already gets bonuses (which is unfair), but having a single pool is fair.

Why should CEC get to cut the line? That's unfair.
I don't really like using the concept of "fairness" in general as it is very subjective, but I my 2 cents would be that CEC have rather higher possibility to adapt from CIC point of view, hence higher scores for Canadian Experience/Education. I find it rather logical.

The CRS system is already designed to reflect the attributes that have led to adaptation and economic success - age, education, work experience, language proficiency. This is why CEC is judged by the same scoring system - to give them more bonuses than they already have (work permit, bonus for Canadian work experience, exemption from FSW points, etc.) would be to stack the deck too far, turning down even more qualified candidates in favour of unqualified ones.

What's to say they are less qualified?

From what I hear from my friend who has moved already, canadian experience is very important to land jobs once there. They have been rejected for many jobs because they don't have it. So I can see the point of giving a bonus to those with canadian experience. What's the point of having a very qualified, yet unemployed person in the country?

If we have draw on 20th November ( just speculating) its quite possible scores to drop to 455 levels !

They will complete 24 draws atleast...i hope and expect something in remaining 1 months !

This isn't true at all. CIC has already completed the minimum number of draws they said they would for this year. It's possible they could stop now. It's possible they could keep going.

Could you point me in the direction of a link which shows where CIC discusses it's targets for draws? I don't remember coming across this, would be interesting.

My guess/speculation wouldn't go as low, maybe 465? This is like the lottery lol, sighhh. Well, good luck for the next one everyone.

http://www.cic.gc.ca/english/resources/publications/employers/express-entry-presentation-briefing.asp

"Initial expectations are that rounds of invitations will occur regularly throughout the year with approximately 15 to 25 taking place overall."

My guess (assuming that there are more draws this year) is that there will be possibly only 2 draws (assuming the draws take place a fortnight apart). I think possibly 27 November and 11 December. I don't see them doing one on Christmas day.

No idea what the scores will be though (with expected PNP applicants) etc. (Sigh!) :(
